POLICY MANUAL

 

 

 

 

 

LEADERSHIP

Adult Behavior

*The function of the Scoutmaster and the Assistant Scoutmasters are to facilitate the troop meetings and work with the boys.

 

* Troop meeting rules are;

    1. No changes in the troop agenda will be made after 4PM on the Sunday before a troop meeting.
    2. If you feel a scout policy has been violated or an activity has been unsafe contact the committee chairperson, not the scoutmaster. If you feel someone is doing something wrong you can, likewise, contact the committee chairperson. If you feel you must confront that person you need to make an appointment with that person and the committee chairperson to discuss the behavior together.
    3. Monday night meetings are for the boys and adults should take care of other matters at another time. If you are not working with the boys do not interfere with the program.
    4. Parents are NOT to bring siblings to the troop meetings.

 

 

Assistant Scoutmaster Requirements

*Assistant Scoutmasters are handpicked by the Scoutmaster and approved by the committee.

*A scouter must be fast start and YPT trained in order to serve in the capacity of Assistant Scoutmaster.

 

Den Chiefs

*A scout must be a First Class rank in order to serve as a den chief, although the den chief training may be obtained earlier.

 

Patrol Assistant Scoutmaster (ASM)

*An Assistant Scoutmaster will be assigned to meet with each patrol during patrol quarters in the troop meeting. If an ASM is not available, the Scoutmaster will designate an adult to meet with that patrol. This will ensure that no patrol meets without adult supervision.

Publicity

*With the exception of publicity releases the committee chairperson must approve all correspondence-representing Troop 828 before being released.

*No scout’s name will be used in a publicity release unless his parents have given their permission.

Complaint Chain

*All complaints are to be directed to the troop committee chairperson.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

TRAINING

Adult Training

*All adult leaders are advised to read the Scoutmaster Handbook.

*All registered adult leaders must be Fast Start Trained.

*All registered adult leaders must be YPT trained.

*New leaders have 90 days from registration to attend training.

 

 

FINANCE

Re-charter Fees

*Scout re-charter fees: set in 1999 at $65.00, which includes National Registration, Boys Life and Troop activity fee. Re-charter fees are subject to annual review by the committee

Receipts

*Anyone needing to turn in receipts for reimbursement has 30 days to do so.

Signature Card

*Bank signature card should include current Scoutmaster, Treasurer, Advancement Chair, and Committee Chair.

Signature Requirements/Checks

Two signatures are required for all checks.

Interest Bearing Account

*The Troop will possess an interest bearing account.

Emergency Expenditure

*The committee chairperson has the authority to allocate up to $50 expense with subsequent review by the committee.

 

 

UNIFORMING

Adult Uniforms

*All adults are encouraged to wear the Boy Scout field uniform (Class A) at all scout meetings, committee meetings, and troop functions.

Uniform Inspection

*Uniform inspections on a routine basis with a reward for the patrol flag of the patrol that has the most points for uniform.

*Boys must be in Class A uniform from the waist up. Official BSA pants or shorts preferred for Class A uniform.

*Troop 828 hats for Class A and any scout hat for Class B.

*Troop neckerchief with slide.

*Official BSA pants or shorts for Class A uniform.

ADVANCEMENT

Advancement

*No parent may sign off requirements for his/her son.

*If service hours are needed, the boy must write up a brief description of the project, submit the plan to the scoutmaster. The plan must be approved BEFORE the event takes place.

*A scoutmaster conference should be scheduled with the scoutmaster. Show up on time, in full *Class A uniform, with your handbook. This conference should take place before the night of a Board of Review.

Board of Review

*To schedule a Board of Review, contact the advancement chairperson after completing your scoutmaster conference. The request must be made by the Thursday night prior to the requested BOR is to take place.

*Board of Reviews will take place every third Monday of the month at scout meetings. Scouts are to be on time and in full class A uniform and have your handbook.

*Special BOR made be held to evaluate any scout lacking in progress toward advancement.

*Former assistant scoutmasters and scoutmasters cannot sit on a board of a boy with whom they have worked closely.

*Two members from the same household cannot serve on the same board.

*Every scout has the right to a board of review.

Merit Badges

*Before starting a Merit Badge you must obtain a merit badge card from the scoutmaster and have it signed by the scoutmaster.

*If you are working independently on a merit badge, check the counselor list with the scoutmaster and contact the counselor for the merit badge you are working on.

*Complete the requirements by working independently with your counselor or by attending classes at scout meeting or camp.

*If you get a partial on a merit badge from camp, get your card from the scoutmaster and complete the missing requirements under the supervision of an approved counselor.

*When all requirements are completed, make sure all blanks are filed in on your card and that your counselor signs your card. Parents may not sign off requirements for their own son.

*Scouts are to give the merit badge card to the scoutmaster for processing.

*The scoutmaster will forward the card to the advancement chairperson who will obtain the badge from the scout office.

*The cloth badge will be handed out at troop meetings. But the completed award card will be handed out at the next Court of Honor.

*No merit badge will be awarded to the scout until the merit badge book has been returned to the troop library or has been replaced.

*Merit badge cards returned from the Council will we kept by the Troop Merit Badge Councilor.

Scoutmaster Conference

*A scoutmaster conference should be scheduled with the scoutmaster. Show up on time, in full *Class A uniform, with your handbook. This conference should take place before the night of a Board of Review.

Service Hours

*If service hours are needed, the boy must write up a brief description of the project, submit the plan to the scoutmaster. The plan must be approved BEFORE the event takes place.

Service Project

*The project must be helpful to the group for whom it is intended. Routine labor, or services normally rendered are not considered within the scope of an Eagle project.

 

 

 

 

 

 

CAMPING

Adult to Scout Ratio

*Minimum of one adult per six scouts is required for all camp outs.

Camp Personal Equipment

*Always bring your Boy Scout Handbook.

*A Totin Chip is required and must be presented on arrival in order to carry a knife.

*A completed consent to treat form must be on file for all activities outside the troop meetings. *No boy will be allowed to go on a campout without a completed medical form.

Camp sign Up Deadline

*Deadline to sign up for weekend camping is 8:30PM on the Monday night prior to the event.

*Weekend camping fees and signed permission slips are due the Monday night before the campout.

Camping Log

*A camping log is to be maintained by the Health and Safety Chairperson.

Car Assignment for Camps

*Boys will be assigned cars to travel in. Each driver will carry the consent to treat forms for the boys in their car. Boys will ride to and from camp in the same car.

Cots in Tents

*Cots will not be permitted in troop tents. Exceptions will be made on a camp by camp basis.

Designated Caller for Camps

*A designated caller will be assigned for each campout. The caller may change from camp to camp but the parents will always know who the caller is before the boys leave for camp. If there is a problem, the person with the problem is to call the designated caller.

Equipment Checkout

*Troop equipment may be checked out by active scouts to be used at scout activities.

*The adult quartermaster or a designated adult troop member must be present to authorize the release of troop equipment.

*The person responsible for releasing the equipment is also responsible for ensuring that the equipment being released is listed on the Equipment check-out Sheet provided in the storage area.

*To return equipment to storage, contact the adult quartermaster who has the key to the storage area, schedule a time to return the equipment. If the quartermaster is unavailable contact the scoutmaster.

*The Quartermaster will be responsible for examining the equipment for condition and completeness upon receipt.

*The Quartermaster is responsible for checking-in the equipment on the Equipment checkout Sheet.

 

First Aid Kit

*Troop 828 will have a first aid kit present at all troop activities.

First Aid Adult

*Troop 828 will have a designated First Aid person. All Scoutmaster and Assistant Scoutmasters should be CPR/First Aid certified.

*Troop 828 will have 2 persons trained in CPR and First Aid.

Quartermaster Inventory

The quartermaster is to take inventory every six months and present a report to the committee.

Tent Policy

*Tents must be returned clean and in good condition.

*Tents should be returned the Monday following the campout but no later than the Monday following that.

*Scout QuarterMaster will inspect Tents. Any dispute as to the condition or cleanliness will be referred to an adult leader.

Any tent not approved for cleanliness will be sent back with the scout to be cleaned and will be returned by the following Monday. If it fails then, or is not returned the scout is subject to a $10 fine and camping privileges suspended until the fine is paid. The scoutmaster has the authority to assign another scout to clean the tent and then be paid the $10.

Tour Permits

*We should submit a tour permit to the BSA office two weeks in advance for any trip less than 500 miles.

*We need a parental form completed for each trip which will list where that parent can be reached or the name and number of a responsible neighbor.

Troop Travel

*Boys will be assigned cars to travel in

*Troop drivers will drive in a group with the Troop trailer in front and a designated end car. All driving is to be at posted speeds.

*If any driver is lost he/she is to call the designated caller for that trip and remain in a well lit public area next to the phone. The scoutmaster can call the designated caller and find out where the lost party is.

*If any scout travels outside the troop caravan his consent to treat and health forms will travel with him.

Medication Administration

*Scouts are responsible for administering their own medicine. Medications must be brought in appropriate containers with the name of the medications, dosage and doctor’s name. All scouts who are on medication of any type must notify the adult leaders on each campout. Special arrangements may be made in advance, with the adult campout leaders, to assist the scouts with their medications.

 

PROGRAM

Pack Relations

*The troop is encouraged to help with the annual School Night Rally.

*It is our desire to see Troop 828 Boy Scouts serve as Den Chiefs for Pack 828 and Pack 1828 dens.

*Troop 828 will hold an annual Webelos Overnighter and Arrow of Light Ceremony.

Participation Requirements – Boys

*A scout in a leadership position is expected to participate in 75% of troop meetings, activities, and outings.

Program

*The boys set the yearly program in August at the planning meeting.

*The committee approves the calendar and starts setting target dates to implement the program.

 

Safety

*All PLC planning regarding outings are to be planned using a tour permit. Any swimming, hiking, boating must be listed on the form, which will be presented to the committee for approval prior to trip.

*We need a parental form completed for each trip which will list where that parent can be reached or the name and number of a responsible neighbor.

*A completed and current (yearly) medical form is required for all scouts.

 

 

Scouts of Driving Age

*Although a scout may have obtained a valid driver’s license upon his 16th birthday, he may not drive another scout to any scout function including troop meetings. The exception to this policy would be that it is permissible to drive your brother to a troop meeting.

*Scouts that drive themselves to a troop meeting are expected to stay until the conclusion of the meeting. If a scout must leave before the meeting has concluded, he must inform the scoutmaster before the meeting and preferably have written parental permission to do so.

*A member of the troop committee will notify parents of any scout who does not adhere to the above policy. Repeated violations of this policy will result in disciplinary action.
